本书在梳理公共信息服务相关理论研究与实践背景基础上，对我国公共信息服务社会共治的理念与目标、模式构建中的要素变量及其内在逻辑关系等进行系统理论阐述和建模分析，提出了我国公共信息服务社会共治的框架思路及其风险预防与绩效评估等一系列理论命题，并对上述问题进行了比较系统的科学阐释。通过典型案例分析发现了公共信息服务实践的个性和特色，总结了公共信息服务的基本规律，验证或修正了公共信息服务社会共治模式构建及其法治化的一系列理论判断。
